The "Noise Reduction (dB)" should be a positive number. Try setting it to 12 rather than -12.

This does not help for the footage that you have already shot, but for future reference, the way this is done professionally is to cheat! Record the interview with as little background noise as possible. In some cases this can even be done in a different room, or at a time when the room is empty and...

Glad that you've got it fixed.
Probably the best way to "reconnect" Audacity to the USB turntable is:
1) Transport menu > Rescan Audio Devices
2) Then use the Device Toolbar to select the USB turntable.

I think that by default Audacity uses libsndfile for handling ADPCM encoding, (if FFMpeg is installed then it is possible to use that instead).
