You mean the LADSPA plug-in from the Steve Harris set (swh-plug-ins) ?
Chains do not currently support LADSPA plug-ins so it is not currently possible to use that effect in a Chain.

The info on their website is a bit sketchy but it looks like you can create flash files from the pen.
