Does it sound "garbled", "choppy" or distorted in some way?
Perhaps you could post a short sample in WAV format for us to listen to - just a few seconds will be sufficient.

Due to licensing reasons Audacity is distributed without ASIO support. You need to use the Windows drivers rather than ASIO. You probably can't tell without doing a listening A/B comparison. Even then the difference will be very subtle and you still may not be able to tell with certainty, but an MP3 that has been encoded twice is likely to have a bit more tinkly/bubbly artefacts than the version that has been encoded only...

You can import multiple files - each will import into its own track.
Then Ctrl+A (select All).
Then apply the effect.
Then Export Multiple and set it to "Split files based on > Tracks".
