Many (most) laptop PCs have very poor quality sound cards (even really expensive laptops). You may be able to improve the signal by going into the Windows Control Panel Sound settings (see here: http://wiki.audacityteam.org/wiki/Mixer_Toolbar_Issues#vistacp ), but to get good quality clean recording...

Where is it "loud suddenly"? The sample that you posted seems to be all about the same volume, though there is some harsh distortion from time to time.
