Are you sure that you are using % and not "semitones"?
1% pitch difference is very small - few musicians play closer than a couple of % to "in tune"

Once you have it within 1%, use the same procedure but go up or down in 0.1% steps to get it bang on.

Ensure that playback is "stopped" when you need to edit (not play, pause or record).
