If your Audacity tracks are all mono and you have not panned them left / right, then an exported MP3 will be mono regardless of the settings. "Force to mono" will convert a stereo project to mono, but if the project is already mono then it doesn't need to be converted because it's already ...

If you're using the free version of VAC, it is limited to 16-bit, 48 kHz.

It should somehow be possible to start a Loop Play from the current cursor position. The concrete use case is, as OP stated, when you have rather long clips you want to seamlessly loop, you place the cursor right before the seam and trigger a Loop Play. Audacity now has "Quick Play" from ...
