Ensure that the audio track is selected.
You can usually select a track by double clicking on it. See here for more information about selecting audio: http://manual.audacityteam.org/man/Audacity_Selection

Audacity does not support the MIDI features in Autotune, so as I wrote previously, that method requires "a full featured VST/MIDI host program (such as Reaper, Sonar, Cubase, Logic ...)"

There are three ways that I know of to do that. Audacity can only do the first of these. 1) Use a combination of Change Speed, Change Tempo and Change Pitch effects to manually tune the pitch and duration of each word. There is no "Audacity 1.2.9" Please look in the "Audacity Help menu > About Audacity". That will tell you exactly which version of Audacity you have. All versions of Audacity 1.2.x are known to have problems on Windows 7. The correct version for Windows 7 is "Audacity 1.3.14...
