You should be able to pause in the middle of a recording. Just click on the pause button or press the "P" key. Click the Pause button again (or press the "P" key again) to resume the recording. Alternatively you can stop the recording (press the Stop button or press the spacebar)...

dB: Decibels. A logarithmic unit (typically of sound pressure) describing the ratio of that unit to a reference level.

Open the "Change Tempo" effect and enter the required duration but press the Cancel button rather than the OK button.
The % that "Change Tempo" says is the same as the % required for "Change Speed".

I wouldn't expect the problem to be drivers as most USB audio device just use generic Windows drivers.
