Upgrade to Audacity 1.3.14 http://audacityteam.org/download/
The old 1.2.6 version has know problems on modern computers.

Skype is a known source of trouble for Audacity. Skype takes control of the sound card so that the voip call will work, but in doing so it interferes with Audacity. Personally I'd not recommend using Audacity to record from Skype. There are much better tools for that job, such as "Pamela Skype ...
