No it doesn't have to be, and over the years it has changed.
Personally I use mouse wheel scrolling all the time and find it extremely quick and convenient. Of all the variations that have been tried, the current behaviour is, in my opinion, the clear winner.

Has anyone else had this happen? What am I doing wrong? The usual cause for bad sound quality when recording sounds playing on the computer is recording with a laptop's built-in mic rather than recording directly from the output. Audacity records from the computer's sound system, and the sound system is showing (in "Audio MIDI setup") that the device only has a "left" input channel, so that's all that Audacity sees. There may be a switch somewhere on the mixer to select mono / stereo, or there may be a fault with the mixer. ...

There's currently a problem with the screenshot tool. The first time it is used in an Audacity session it works correctly. Attempting to use it again produces rubbish. The get the screenshot tool working again you have to shut down and restart Audacity. This bug is logged on the Audacity bug tracker...
