If it is essential that the final product is in MP3 format, then the best that you can do is to use a fairly high bit rate for the MP3 so as to minimise the additional losses. Audacity always decodes (un-compresses) MP3s and other compressed file types. All the fancy stuff that Audacity can do can only be done with uncompressed audio.
To avoid further sound quality from re-encoding, export in a lossless format such as WAV.
