I agree, one should be able to choose the language during the installation process. Audacity used to do that, but people kept asking why Audacity could not set the language automatically, which just goes to prove that you can't please all of the people all of the time. Are you going through a USB Hub? USB audio hates that. Good point - I forgot that one. I was out of the room (and then I heard the dreaded White Noise) - so the cable was stable as no-one else was in the room. There's rarely a half way point with USB audio - it tends to either work or fail horribly...

sometimes just goes to white noise (filling the whole of the input 'band' in Audacity). That is exactly what happens if the USB loses synchronisation.
