I'd suggest that you completely uninstall FFmpeg, then look in "C:\Program Files (x86)\" and delete the "FFmpeg for Audacity" folder (if present). If you see any other folder called "FFmpeg for Audacity", delete that too. Then download a fresh copy of "ffmpeg-win-2...

The display value is rounded to 2 decimal places. Thus -23.001 (a little less than -23.00) will display as -23.00.
Better to aim for around -20 dB so that you are well within the specified range.

Looking back to the start of this topic, you were originally using PuseAudio and the audio data received by Audacity was at completely the wrong sample rate (about 4000 samples per second when it should have been exactly 44100 samples per second). What Trebor is saying is that it is normal for there to be low level noise from microphones.
"around say -50db" is an example. The actual noise level could be anything but -50 dB is fairly typical for a laptop.
