Try around 14247.50 kHz, USB (Upper Side Band).

Not with the audio sample posted. There's nothing above 8 kHz.

Do you have any security products installed that could be interfering?

Check that /var/tmp/audacity-rikm is writable.

I notice that Audacity has been built against wx 3.0, but Audacity 2.3.3 should have been built against wx 3.1.1. I wouldn't have expected that to prevent it working altogether.
