That's not really a "bug" is it? If there are 0 samples per second, then there will be no sound.

Normalize the track to -3 or -6 dB before exporting.
Don't expect to get hi-fidelity from GSM6.10

What is the full and exact location (folder) that you are exporting the WAV files to?
What are the names of the WAV files?
If you go to the export location, can you see your exported files?
If you double click on an exported file, does it play?

If your audio track is stereo, convert it to mono before you export (Tracks menu).

Ensure that Audacity is not playing, recording or paused. It must be "stopped" (click on the "Stop" button) before the menu items are available.

Yes you will lose some sound quality, but you will use less if you use the "Sliding Time Scale/Pitch Shift" effect than if you use the ordinary "Change Pitch" effect. The "Sliding Time Scale/Pitch Shift" processes slowly, but it generally produces higher quality results...
