When playback is stopped:
Zoom can also be achieved using Ctrl+Mouse Wheel.
Shift+Mouse Wheel will scroll left/right.

Edit menu > Preferences > Effects.
Disable (uncheck) VST effects.
(If the scan occurs each time that you start Audacity it is because you do not have any VST effects installed, so you don't need Audacity to keep looking for them).

There is no "one way" to approach this but the way that I would probably do it: 1) Normalize to -3 dB 2) Equalizer/Plot Spectrum. Cut frequencies below 70 Hz severely to remove low frequency noise. Cut frequencies below about 120 Hz gently to roll off the lower tones of the man's voice. 3)...
