  • Import the file into Audacity.
  • Tracks menu > Stereo track to mono
  • Change the "Project Rate" (bottom left corner of the main Audacity window) to 8000
  • File menu > Export and select "WAV (Microsoft) 16 bit PCM" as the file type.
