That's rather a roundabout way of doing it Geenman.
The straightforward way is as Trebor wrote: Tracks menu > Resample.

In the Effect menu there is a horizontal dividing line. Above the line are the built-in effects and below the line are plug-in effect. The Noise Gate will be listed below the line.

Press the spacebar to stop.
Select the bad bit and delete up to the end of the track.
Shift+R to "Append Record".

ow exactly does a root-mean-square value compare to a decibel? Could one be converted into the other? (I did mention at the time that "This is not a fix, just a workaround")

That does not seem to make sense. Could you recheck that the project plays properly and then try exporting again.

If you want to export as FLAC you need to select FLAC as the file type (not "other uncompressed files").
