Audacity does not apply effects during recording. This is a fundamental feature of the kind of editor that Audacity is, so it is very unlikely that will change any time soon.

No it's not. Audacity does not do real-time processing. You can change the pitch of a recorded track using the "Change Pitch" effect, but you can't use Audacity as a real-time effect processor.
