That tutorial is very old (2006) and refers to an obsolete version of Audacity. It sounds like you were recording in a swimming pool with a $5 microphone and a rubbish sound card. The best that you can do is to delete it. It's beyond repair. I can hear that you've used noise removal on the voice recording.

I don't hear any "interference", just a bit of hiss and what sound like normal acoustic noises. What are we supposed to be listening for?
