If PulseAudio is running when Audacity is launched then it should be listed in both the recording (Input) and playback (Output) boxes of the Device Toolbar and in the "Help > Audio Device Info".

There are several different talking dictionaries and as far as I'm aware there is no common standard. You will need to consult the documentation for the talking dictionary that you are working with, or ask on their support forum (if they have one).

Import the files back into Audacity and check that they are split in the correct places.
