The recording sound quality of an on-board sound card is likely to be bad. You probably need a better sound card. There are several inexpensive models of USB sound card with 1/4" jack inputs available. I wouldn't recommend a "USB guitar lead" because they don't have a headphone socket...

How are you "transferring" the audio from the DAT to the computer?
If you are using digital transfer then there may well be no level control, but you can apply the Amplify effect (Effect menu) once you have the audio in Audacity.

There's not much you can do as the recording is fairly low quality and you can't put back what is missing.
You can make the sound a little less "muddy" with the Equalization effect. http://manual.audacityteam.org/man/Equalization
