The feature does not currently exist in Audacity (I don't remember it being in Cool Edit either, other than moving the "hand" across the bottom scrollbar.)

What I normally do is to just press Ctrl+M (then Enter) when I make a mistake, without stopping the recording. This places a label where the mistake occurred so that I can go back and fix it later.
