Check what other programs are running in the background. In particular look out for any voip programs. Shut down (completely) and non-essential programs or services. Does that make any difference?

An option to set the bottom of the plot lower than -90 dB. Occasionally I can hear a frequency in the background but it doesn't show up in the Spectrum plot. I change the window, lower the resolution and fiddle with the display size on the screen to try to get the line to show up, but it never does...

If it's not "overspill", check the exact model on the Dell web site and see if they have any updated sound card drivers.

You could use the notch filter to remove most of the pump sound.
Run the notch filter twice, once with a frequency of 620 Hz and once at 918 Hz. Set the Q to 20 both times.
