Audacity 1.2.6 is obsolete and no longer supported. Audacity 1.2.6 has multiple problems on Vista and Windows 7. You may have been lucky and not encountered the problems, but it does have problems. "Preferences" is under the "Edit" menu (the instructions that you have are wrong)....

I've tested this and Audacity is using Variable speed: Standard when selected (both direct file export and in Chain). There is some natural variability in file size when encoding as MP3.
