Unfortunately there is not a simple answer. The short answer is that data is being dropped because something can't keep up with the audio data rate. That " something " may be the USB connection, or there could be a bottleneck elsewhere in the system. The most likely cause of this happening...

Is there any "Microsoft sound mapper" equivalent for GNU/Linux? You need to use PulseAudio Volume Control (pavucontrol). Do you have that installed? If not, it is available in the Ubuntu repository. Open Skype and PulseAudio Volume Control. Don't use padsp audacity . Just start Skype norm...

I am getting a flat line all the way. Output levels are fine but the input (mic) levels are just showing the left channel working I'm not sure what you mean - you appear to be contradicting yourself. Do you mean that Audacity IS recording correctly on the left channel but NOT recording on the right...

It sounds like electrical interference. If you connect the UCA-222 to the laptop, with nothing else connected to the UCA-222 and the laptop running on batteries, do you still get the high pitched whistle sound? It is possible to filter out much of the annoying noise, but it would be a much better so...
