Do you have the .AUP file and the _data folder in the same directory?
Have you renamed the _data folders to 17_data and 19_data respectively?

Audacity 2 believed there was an open project, Was there an error or warning message? To safely attempt to open a project, make a copy of both the .AUP file and the project _data folder. Don't change their names, just make a copy inside another folder. Then try opening the copy. Do you get any erro...

If there is a problem, DO NOT use "Save" to save the project - it will overwrite the original.

Skype is low bandwidth, so the quality is never going to be great. If it sounds like a good phone interview then that's probably as good as it gets. I don't think that there's anything "broken". Audacity is recording correctly and you're getting a good signal level and a full sound spectrum so there is nothing drastically wrong. There is a bit of interference, but considering that the t.bone USB 1G costs less than an average instrument...

Audacity does not support video, but if you also install FFMpeg you may (depending on the type of video file) be able to import the audio component of the video file.
