It is possible to even out the volume of a track by using the Compressor effect http://manual.audacityteam.org/man/Compressor

Audacity is not a particularly good format converter.

Check in "Edit > Preferences > Directories" and ensure that the "Use RAM" option is not selected.
If it is already not selected, how much free drive space is there on your C:/ drive, and what is the total size of the C:/ drive?

I'm guessing, Windows 7, computer microphone plugged into the mic input of a PC laptop with RealTek HD sound card.
