Audacity cannot batch convert the sample rate. If you require sample rate conversion you will need to use a different program (such as dBpoweramp or similar)

Try making a short selection, for example one syllable from a word, then apply the Delay effect with settings similar to this (adjust to suit):
Type: Regular
Decay amount: 0
Delay time: 0.12
Pitch change: 0
Number of echoes: 4

Try setting the sample rate to 100 kHz and then set the time scale to hh:mm:ss + samples . "Software Playthorough" should be disabled (not selected) in the Transport menu.
"Overdub" shoud be enabled (selected) in the Transport menu.
What settings are you using in the Device Toolbar and what other options are available?

The most that audio can be amplified without clipping is to a peak level of 0 dB.
If you open the Amplify effect and leave the "Allow clipping" option off (not selected) then the effect will automatically default to amplifying up to 0 dB.
