Which version of Audacity do you have? (look in the "Help menu > About Audacity")
Why are you saying that Audacity is opening in "Safe Mode"? In what way is it different from when it opens normally?

You need to mount the network location as a drive.
Alternatively, export files temporarily to the local drive then upload to the network in whatever way you normally use to write to that location.

Support for metadata varies enormously depending on both the program that you are using and the type of audio file. Full details of the Audacity Metadata editor can be found here: http://manual.audacityteam.org/manual/help/manual/man/metadata_editor.html WMP probably does not support metadata in WAV...
