Huge loud static (and none of the real sound) usually indicates that the USB connection has lost sync. Sometimes this can be corrected by just stopping and starting again. It could be a problem with the plug-in.
As you can launch the old Audacity version, open that and disable VST effects in Preferences. Close Audacity, then try launching the new version of Audacity. Does it open now?

If you're lucky, all that you will need to do is the plug in the USB, wait for it to be detected by the OS, then open Audacity and select the USB option as the recording input using the Device Toolbar. http://manual.audacityteam.org/man/Device_Toolbar
