This problem can happen if you previously had a different version of Audacity installed.

You may need to turn down the computer system recording level.

For effects to be available, Audacity must be in "Stop" mode, not Play, Pause or Record.

Use the Leveller effect to add distortion to the voice, then add in some noise and a couple of "beeps" and apply the Equalization effect with settings similar to this:

Maybe there could be two windows: Unfortunately the interface for Nyquist plug-ins does not support multi-column layout. Audacity has been developed using the wxWidgets toolkit library. wxWidgets provides the graphical interface for the (mostly) C+ code. Android does not support wxWidgets so there is no possibility of Audacity being ported to ...
