Yebbut - the related issue is that the Normalize effect will still carry the DC Removal functionality :( If the original level is low, normalizing will make any DC offset worse unless there is an option to remove it. An insignificant amount of DC offset may become significant after normalizing, so ...

Export the file from Reaper as a WAV file, then in Audacity use "File > Import > Audio".

This is a known issue. One of the developers thought it was a good idea and committed the change somewhere back in the late 1.3.x versions.
