Firstly, always use a direct USB connection, not via a US hub. Check what else is running in the background, particularly scheduled services such as updates, mail collection, virus scans and so on. Only by carefully adjusting the length so that it is an exact number of beats.
Note that MP3 format is unsuitable for loops because the start and end positions of MP3s are imprecise (there is always a little bit of silence added to the start of an MP3).
