Sorry I don't think that I understand your question.
The click track can't get much louder because it is already very loud. You can make it a bit louder by applying the Amplify effect to the track.

I don't think that will be a problem. I've had Audacity and Speex on the same machine without any issue.

The old 1.3.x versions of Audacity have some bugs which are now fixed. You should probably upgrade to the current 2.0.2 version: http://audacityteam.org/download/

I've had bad experience with M-Audio USB equipment. The quality is great when it works, but often the drivers fail to load properly requiring disconnecting, switching off and back on again, which is an unnecessary annoyance for support personnel.
