Using "Mix and Render" (Tracks menu) to mix down tracks into a single track, and thereby reducing the number of tracks may help a lot. Before you try that you may want to Export back-up copies of the individual tracks (Select the track so that it is highlighted, then use "File > Expor...

No, just set up the latency correction for recording (as described in the link).
Don't worry about latency with generated sounds, there isn't any and latency correction is not applied.

Latency compensation is only applied to recorded tracks. It does not need to be applied to generated tracks because there is no latency to be compensated for.

That's pretty close, except that "16 bit PCM" means 16 bits per channel. If there are two channels (stereo) then 2 bytes (16 bits) are sent for one sample in one channel, then 16 bits are sent for one sample in the other channel, then on to the next sample in the first channel, and so on.

Check the plugs and leads - the left channel is so low it may be due to a faulty lead or a faulty connector.

I'm wondering why you want to play back through your computer speakers - I'd have expected your hi-fi speakers would be a lot better than computer speakers.
