If the USB headset does not have a "Stereo Mix" option (it probably doesn't) then you will not be able to record "Stereo Mix" via the USB headphones. You will probably need to use the ordinary built-in sound card when you want to record sounds that are playing on the computer.

Encoding to MP3 always loses some sound quality. High bit rates minimise the loss.
As Koz wrote, programs like MP3splt can perform simple edits without decoding the MP3 so they do not need to re-encode, so no additional loss of sound quality.

If you just want to be able to play the 38 parts one after the other, there is no need to edit the files, just create and use a playlist: http://en.wikipedia.org/wiki/Playlist
Many audio players provide simple ways to create and save playlists.

You will probably find that the program has an option selected to "crossfade" between tracks. Turn that option off.
