2 choices come to mind:
1) Find another effect that does not do that.
2) Add some padding (just a bit of silence would do) before applying the effect, then trim the track to the correct size after applying the effect.

If the audio is already at the specified peak level, or if "Normalize maximum amplitude" is not selected, then there will be no audible change.
