Why not include a distortion effect?
I doubt that many users would think of looking at an AGC effect if they want distortion. They are far more likely to look for (and not find) a distortion effect.

That's strange. On my machine this plug-in runs a bit faster than Chriss Capel's compressor.

When I time shifted my reverb track before I got the updated version of this plugin, I would put the reverb on it's own track first, then time shift it. No, because it is not broken.
Just make sure that you include at least 20 ms of audio before you want the reverb to start.

I have just tried several VST effects on a Windows XP SP3 (32 bit) machine and I don't see this problem. One effect was out by 1 sample. The rest produced the exact correct result.

Try some of these (free) VST plug-ins and see if they have the same problem: http://antress.blogspot.co.uk/

Recording "Stereo Mix" is not available on all computers. It appears that your sound card does not have that feature.
