Steve - are you planning to punt this as a potential replacement for the existing Audacity Normalize effect's DC removal option? Audacity can import several audio file types, including WAV, AIFF, Ogg, FLAC and MP3. A. The best solution is to use better recording equipment. there are a few tracks where the sound is rather bland and have an echo. Echo is a show killer - you can't get rid of it. The problem is that it overlaps with the voice that you want to keep, and it sounds pretty much the same as the sound that you want to keep, so the computer cannot tell the diff...
