We still have not established for certain what the problem is because we have not heard the recording.
If you could post a couple of short audio samples as described in my first post then we would be in a much better position to be able to offer relevant advice.

The noise level is about -61 dB peak, -68 dB rms. That is not a excessive amount of noise as long as your audio signal is reasonably high. If you are getting a peak level in your voice recording of around -6 dB then the Noise Removal effect should be able to do a good job at reducing the noise level...

Voice is mostly between about 300 Hz and 5 kHz.
