Effects in Audacity are not "real time" effects. They do not change the audio while you are recording. Audacity effects need to be applied to the Audio after the recording is done and after you have pressed Stop.

If the option is greyed out, try pressing the Stop button. Very few functions are available while Audacity is playing, recording or Paused.

I don't think that any of the developers use CodeBlocks. As far as I'm aware, on Windows they all use Microsoft Visual Studio.

Actually, the issue of slowness with lots of labels appears to be specific to Audacity on Linux. Audacity on Windows is reported to work OK with 1024 labels - I don't know if anyone has tried more than that. The problem with the maximum size of a project that can be saved still remains.
