It's a "Stereo Delay".

Probably the easiest way to produce this type of effect is to use the "Bouncing Ball Delay with Panning" plug-in:

The channels are always the same way round in Audacity.
Perhaps you have your speakers the wrong way round?

As far as I'm aware they are the same thing. Primary Sound Capture Driver'' being an alias (AKA) for ''Line In (High Definition Audio Device)''
