The Band Stop Filter goes up to 10,000 as the center point of the frequency that is being removed. That is an "artificial" limit set by the slider scale, The reason for that limit is that the highest frequency possible for CD quality sound is a little over 20 kHz (20000 Hz) which is 1 oct...

Could you record your synth part as a MIDI track in Reason, then if you need it as an audio track, render/record it as a WAV file in Reason?

The problem seems to be because the effect is calculated in RAM. If the selection is too long, then the available RAM (which needs to be real RAM, not virtual RAM) will be exhausted and cause the crash. Rather than removing the plug-in altogether I have limited it internally to a maximum of 1 millio...

In that case, set the number of channels to "1 (mono)" in the Device Toolbar.
I don't know why it appeared to record in stereo previously. Could you perhaps have had it plugged into a different socket?

I would like to know which approach Steve has chosen to prevent his plug'in from producing unwanted harmonics. Am I wrong in assuming that the peak-limiter works rather in the fashion of an compressor with look ahead, i.e. an attack time? "Lookahead" is not the same as "attack"....

I presume that you mean 11200 Hz.

The effect that you need is called a "band stop filter".
