Use "Change Pitch" or "Change Speed" with the % set to -1.818
If you have a really good sense of pitch (See Absolute pitch) then you will hear that it sounds a little bit "flat" (below standard pitch).

To make a clear bass sound, keep the level below 0 dB so that it does not distort.
In that example, note that the bass is very loud but does not extend beyond the top/bottom of the track. In comparison the vocal has a very low level.

My proposal is adding another button to the current dialog; when the user clicks the "One-click" button the behind-the-scenes result is as if the user had set the variables in the effect as desired (or was willing to accept the defaults), clicked the "Get Noise Profile" button, ...

Audacity does not ship with a "Plate Reverb" effect.
He must have installed some plug-in effects separately.
