As Bill wrote - you could have a bad cable (or a bad socket). Are you able to test the cable?

Use "File > Import > Audio" rather than import raw.

Unless there is some insurmountable reason why it can't be done, I think that a better feature request/proposal would be to allow effects to be used while playback is paused.
