The sample that you posted had one complete "bar" and one bar that was a bit too short.
To make the rhythm loop correctly the entire duration needs to be an exact number of bars.
Adding 0.165 seconds to then end makes the duration exactly 2 bars long.

As I wrote previously: I find the easiest way to align labels is to simply create a new label that is correctly aligned, then cut and paste the text from the original label, then delete the old label. The .AUP file saves the current state of the Audacity Project.
There is no audio data in an AUP file (see here: http://manual.audacityteam.org/o/man/au ... jects.html)

Most likely a driver problem.
Check the sound card drivers first as they are the most likely culprits. If there's still a problem, check the video card drivers.

It would probably be better to just change the location of the temp folder to somewhere that you have write permission as a standard user.
