WxWidgets 2.9 is not currently supported. Audacity uses WxWidhets 2.8 (preferably 2.8.12).
Probably the easiest way to get a working Audacity installation is to install Audacity with your package manager.

Re: combining two projects
Export the "end" as a WAV file, then open the "start" project and import the WAV file.
Use the Time Shift tool to slide the "end" track to the right so that it is in the correct place (http://manual.audacityteam.org/o/man/to ... #timeshift)

Re: Recording
What are you trying to record? What options are available in the Windows Sound Control Panel and which options do you have selected? If you are trying to record sounds that are playing on your computer (for example from YouTube) see: http://manual.audacityteam.org/man/Tutorial_-_Recording_audio_play...
Re: METADATA
You can call up the Metadata Editor at any time from the File menu.
To clear the metadata, open the Metadata editor, press the "Clear" button, and then click the "OK" button.

Re: Won't play from my soundcard...
I'm not sure what this means, so I never touched it. Those are fine (recommended settings) - leave them like that. There is some sort of "communication" problem between Audacity and the sound card, but from the information so far I see no obvious reason. I'd suggest that you continue usin...

Check that the recording settings in the Windows Sound Control Panel are set to 2 channel stereo (they often default to mono).
