They are probably treating it as surround sound, but playing only the "front" channels.

You mean 'wide stereo' Yes. What about the 'extra wide' preset? It depends on how wide you want it to be. If you make it too wide, then any dialogue that has been recorded in stereo (one person to the left and one to the right) might sound weird - as if they are throwing their voices. Try both and ...

As Skype is mono, do you really need to export as 4 channel?

Use the low pass filter to reduce the brightness of the sound (make it sound a bit muffled).
You could perhaps apply a little bit of reverb before applying the low pass filter.
