If you are getting feedback, then there is a signal loop somewhere - sound is going in, coming out, going back in again, and round and round. Try setting the recording device to mono in the Windows Sound Control Panel as well as in the Audacity Device Toolbar.

If you are using the current version of Audacity, automatic recovery will usually be successful the next time you launch Audacity. Which version of Audacity are you using? (look in "Help > About Audacity")

Ubuntu 10.04 comes to the end of its life-cycle in a few months. The problem may resolve itself when you upgrade.
If you like to stick with LTS versions and prefer to avoid new releases, 12.04 LTS has been out for nearly a year and may be your best choice.
